St Paul’s Square is one of the biggest development schemes currently taking place in Liverpool, and one which brings high quality office space to the city’s growing business district. Five buildings are arranged around a new landscaped public square, forming the gateway to Liverpool’s new Central Business District. The development comprises around 350,000 square feet of office space with ground floor shops, cafes, restaurants, apartments and multi-storey car park.
The masterplan aims to contribute to the sustainable economic growth for Liverpool and the North West as well as regenerate a significant area of the city. Muse Developments are a partner in (and development manager for) the English Cities Fund, the collaboration between the Homes & Communities Agency and Legal & General, which is behind the St Paul’s project. The third phase completes the St Paul’s Square project, and consists of an eight storey office building (4 St Paul’s Square).
The North West Development Agency (NWDA) have developed a sustainable buildings policy that covers the social, environmental and economic aspects of developments. This required the project team to produce a comprehensive Sustainable Procurement Plan to demonstrate how the St Paul’s phase three project will achieve the sustainability targets set out in NWDA’s sustainable buildings policy.
On phase three, Shepherd Construction (the approved contrcator) have demonstrated 36.5 points on the Considerate Constructor’s Scheme. Shepherds have in place a Corporate Social Responsibility Plan that includes a community action plan for each project, provision of local jobs and a pledge to minimise the impact on the local environment of the project. Shepherd has a proven track record with the Considerate Constructors scheme, routinely obtaining 32 points and previously receiving gold awards.
The NWDA sustainable buildings policy includes several environmental targets in relation to carbon, waste, water and transport. The building is designed to achieve a 20% reduction in carbon emissions compared to current building regulations (exceeding the NWDA target of 18%) through the installation of a variable refrigerant flow (VRF) air conditioning system that is an efficient, reliable and energy-efficient way of heating and cooling a building. During construction, all waste will be monitored, sorted and recycled. As of February 2009, Shepherd diverted 92% of construction waste from landfill and recycles 80%, and planned to divert all waste from landfill by mid-2009. To meet the NWDA target that a maximum of 85% of water use is from potable supply, water consumption during construction will be monitored and reported. Low-flow fittings and rainwater collection for toilet flushing are being fitted in the new buildings to reduce water use. St Paul’s Square is located in central Liverpool and is well served by the city’s public transport that includes train, bus and ferry services.
The number of car-parking spaces has been minimised and the provision of cyclist facilities meets the requirements of BREEAM. A green travel plan has been developed for the operation of the building, and during construction Shepherds will put in place car-sharing and public transport information on the notice board for site workers. The latest phase has been assessed at pre-construction stage using the BREEAM for offices scheme, and is aiming to achieve at least 74% (BREEAM Excellent) when rated at final assessment. The Whole Life Value of the development is further justified through the building being situated on an area of previously developed land that is of low flood risk, will contribute to the regeneration of the local area, and with a long term commitment to improve site ecology.
Sustainable procurement is a process whereby organisations meet their needs for goods, services, works and utilities in a way that achieves value for money on a whole life basis in terms of generating benefits not only to the organisation, but also to society and the economy, whilst minimising damage to the environment. The Sustainable Procurement Plan had to apply to all purchasing activities associated with the construction, fit out and operation of St. Paul’s Square phase three. Initially, consideration had to be given to whether the development was needed, and the project team conducted a ‘demand review’, which demonstrated the need for regeneration. Support for the Regional Economic Strategy goals for regional procurement will be shown by the procurement of raw materials and waste services locally, where possible.
Shepherd Construction has already identified which local services are available, and the source of procurement of goods and services will be recorded to identify where this projects supports other local and regional businesses. Shepherd has an established record at employing and training local people and have set targets for providing training positions and apprenticeships, along employing a number of people that have been out of work for more than 6 months. These positions will include a range from manual, construction to professional. Once complete, the office space will provide new employment and training opportunities to local people. As part of the new commercial sector within Liverpool, the development will attract new business and contribute to the regional economy.
